It's safe so long as you don't set things like voltage levels too high. My 955BE had a safe CPU voltage of 1.5V, though I kept it at 1.365V since a 3.6GHz OC didn't need that much extra voltage to be 100% stable. I'm not sure what the safe levels are for your particular CPU, but I'm sure others have already OCed that model. A quick google search should turn up some results. EDIT: Nevermind.

There is already a 3DS emulator. It is still in development and some trial versions are being released. You can download the emulator in Citra's site.
Learn. Of course there were no minutes when I checked back in at my kid's school year before last (this isn't my first rodeo!) ao I kinda had to rely on what people remembered and that wasn't fun!!!! Just my view on things.
The 1045T is only available through OEM channels meaning you have a prebuilt system. I wouldn't bother OCing one of those. Well thanks for your help anyway. Still tho could someone with knowledge on the best possible settings for dolphin on my rig mabey hit me with a helpfull link or even post the settings here if you have figured out a way for a near perfect 30fps at all times.
Im willing to bite at anything here ive downloaded previous builds of dolphin even some presettups off of people but they are often worse than the generic setup of the r7580 x64 build. I had some issues with a diffrent emu like im having here but some simple clicks in some tick boxes and whammo perfect emu. Of all games. So im optimistic that one of you emu gurus has my answer. If your video driver is up to date, you can try enabling the OpenCL texture decoder. This, like the display list option, also increases the likelihood of a Dolphin crash.
This will relieve some stress on the CPU and may give a small speed boost. Usually it just causes a minor slowdown.
The reason I'm pointing it out is because the hex core AMD CPUs can automatically turbo (increasing speed), but only with 3 or fewer active cores. The fewer cores being utilized, the higher it turbos.
You can also try some of the various 'Disable x' options. It sucks to disable stuff but it's certainly something to consider as doing so will increase speed. Directions:Unrar the file above.Open your Dolphin folder then open your user folder. Copy and paste the unrared folder's contents to the user folder and copy and replace all files when you get the prompt. When playing I recommend Disconnecting your internet and then any programs running in your background including antivirus.I found this to add decent fps in high populated sections of the game. This Build has about 10 hours of my own time testing and retesting dumped into it. Some spots like areas with no monsters or NPC's run a higher fps than its supposed to.
